People Organization

Promotion of people's Organisation is the thrust of TASOSS and member societies. In order to bring about new social order, people must be inspired and motivated to mobilise themselves through a process of education and organisation. People's Organisation would mean the oppressed and the disadvantaged becoming aware of the unjust situation, organising themselves, making collective decisions and involving themselves in continuous struggles leading to social transformation. The Diocesan Societies promote the groups of people viz. women, fish workers and agricultural labourer groups, which will ultimately take up a lot of activities for the community. There are altogether nearly 7000 groups of women, fish workers and agriculture promoted by DSSSs. Since the issues and cases are of macro nature, it is not possible for a few women to solve the issues by themselves. It is absolutely necessary for these groups to federate among themselves in order to tackle macro issues as a powerful force. It will then be peoples movement.

NEW THRUST OF TASOSS




      Animation process demands mobilizing the poor, marginalized and powerless through an empowerment process for social justice, human values and their rights as persons and citizens. This process concentrates on creating awareness, organisation, capacity building, self-sustenance and self-reliance. More the number of people greater the power for them. This has to be achieved through horizontal and vertical expansion of people's Organisation and Federation.

DSSSs have been implementing awareness programmes for the past twenty years. Each DSSS had its own goal, thrust and approach in promoting people's Organisations and there were no concerted efforts at macro level to address the issues that concerned the marginalised people. Therefore a need for a combined initiative was felt by all the stakeholders to promote higher-level federations. With the above view, New Thrust was launched on 1st April 1999 and implemented for a period of 3 years as the first phase of the programme.

The overall aim of the NT programme is to facilitate the promotion of federations of the marginalized grass-root groups initiated by DSSSs in Tamilnadu and Pondicherry at zonal and regional levels so as to appropriately concentrate on existing self help capabilities and unite forces for initiating and facilitating self-reliant and self-sustained people's movement for social transformation.

This programme is unique in its nature. Because for the first time in the whole of India all the 21 DSSSs of Tamilnadu and Pondicherry have come together under one umbrella for one specific purpose of empowering the marginalized and enabling them to think, work and share resources together to promote a self-reliant and self-sustained people's movement in the region.

The first phase concentrated on promoting women, agricultural labourers, and fish workers federations at Panchayat Union, Taluk, and District levels.

Goal          : To create people's movement in the region.
Thrust        : To promote federation of women, agricultural labourers and fish workers.
Activities    : Re-organisation.

The whole re-organisation process is divided into three parts. They are


      1. Maintenance of records
      2. Filing system
      3. Formation of sub-committees.

Proper and systematic maintenance of records signifies the growth and effective functioning of the groups. The following records are to be maintained at a grass-root level:

      a. Attendance registers
      b. Minutes of village meeting register
      c. Income and expenditure register
      d. Registers of small savings
      e. Loan issues and repayment register

Maintenance of files is a clear proof for the activities implemented by the groups and the petitions submitted to the Govt. Departments and petitions sent by the people to the group. Hence, the following files are to be maintained by the groups:
a) Files on activities including the report of the issue-based activities of the group, copies of petitions sent to the Govt. officials, response from Govt. departments etc.
b) Correspondence file containing correspondences with DSSSs, Government departments, Banks etc.
c) Files on loan petition from members including requisition letters from members requesting loans.

Sub-Committees

Forming Sub-committees at the grass-root levels as the Sub-committees enable more members to participate in the programmes, grow leadership qualities among the members, equip with practical experiences in solving the problems and create co-operation among the members of the groups. Types of Sub-committees are:

      - Economic development
      - Education Committee
      - Health Committee
      - Panchayat (Problem Solving) Committee

Roles and Functions of the Sub-committees:

The Economic Development Committee:

This committee has to find out and mobilise the resources for the economic independence of the group by involving in different types of activities such as implementing Government tender works, screening of video films/cinema staging drama etc. The committee has to suggest suitable measures to increase the economic level of the members of group and the people of the village.

Education Committee:

Has to find out literacy level of the villages.
Has to motivate parents towards the children education.
Has to chalk-out plans and programmes for the educational development of children in their villages.
Has to conduct non-formal education to the people.
Has to provide awareness education to the rural masses by employing various non-formal techniques including role-play, drama, villupattu, song etc.

Health Committee:

Has to cater to the health and hygienic needs of the village and the people.
Has to advise the people on taking proper immunisations and on taking serious cases to the hospital.
Has to provide awareness on nutritious food, pre and antenatal care.

Panchayat Committee:

Has to settle disputes among the members of the groups and the people of the village.
Has to approach Government and bank officials to fulfill the felt needs of the people in the village.
Has to workout the strategies to resolve the issues of the village.

Bye Law

For the smooth running of a group, the group needs to constitute its bye laws. The bye laws will provide opportunity to each of the group to validly contribute for the betterment of the group as well as for the village. The points to be included in the bye laws are as follows:

1. Name of the association
2. Objectives of the association
3. Proposed activities of the association
4. Criteria for Membership
5. Roles and responsibilities of members

6. Sub-committees
      - Economic Development Committee
      - Education Committee
      - Health Committee
      - Panchayat Committee

7. Tenure of members
8. Activities of Sub-committee
9. Selection of members
10. Subscription
11. Savings
12. Issue of loans and repayment of loans
13. Admitting and dismissing the members
14. Passing the resolutions.

Level I Village Groups

These groups at any village level will consist of Members as existing. The groups may make efforts to increase the membership. For better interaction the proposed optimum numbers in a group is 30 in an executive committee of
i) President ii) Vice President iii) Secretary iv) and Treasurer.
The ratio of men and women will be 2:2. In the case of agricultural labourers and fish worker groups, this group can be either one or more in each village as needed. The group will be known as village group (Grama Kuzhu).

Level II Union Federation

The village level groups functioning in each civil union form the union level federation. The office bearers of each village group will be the members of this federation.

Level III Taluk Federation

This taluk level federation will have 4 office bearers from each union level federation as its members.

Level IV District Federation

The representation to district level federation will be the 4 office bearers from each taluk level federation.

The DSSS Federation

The representation will be 4 office bearers from each district level federation.

Regional Federation

Representatives from all DSSSs Federations will form the members of the regional federation. The membership fee will be decided by the members at all levels in view of self reliance of the federation. This also means that there will be expenses for training programme and personnel needed to cater to all levels.

Federation Task Force:

Our target people are encountering various problems in their day-to-day life. In order to get rid of those problems and issues and fulfill their felt needs, they approach various government and non-government departments.

People need to identify the forces that exploit them and chalk out programmes and strategies to encounter them. But in reality, our target people do not know the ways and means to find solutions. People ought to mobilise the positive forces to fight for their rights. In this process, the constructive opinions, ideas, guidance of the experts from various fields, experienced social workers, social activists, democrats etc. are needed:

  To speed up social change
  To ensure the expertise on different fields
  To ensure the transparency in the activities of people's federations
  To monitor the process of federations
  To politicise the efforts of people's federation
  To speed up the process of federation
  To increase the skills and knowledge of the staff and leaders involved in the process of federation
  To enable people to know the reality of the surrounding area
  To help people identify the positive forces and government departments that help for their development and to plan accordingly
  To enable the DSSSs to propose and implement the projects on the basis of awareness and people's organisation and implement the same through people's organisation.

Roles and Functions of FTF Members:

Guidance:

FTF Committee Members should attend the FTF Committee Meetings and give their suggestions on the following concerns:

a. In the formulation of projects
b. In planning and implementing the activities of the federation
c. In enabling people to identify, prioritise the problems, and chalkout strategies and programmes to solve those problems
d. In expanding and strengthening the federation
e.  In taking up collaborative efforts with like-minded NGOs, groups, federations, parties etc.
f.  In enabling the federations to govern the administration and the resources.
g.  In enabling the federation to mobilise required human and financial resources and become self sustained structures.
h.  In finalising solutions to the problems
i. In enhancing the capacity of the staff in accordance with the growth level of federations.

Monitoring:

Attending the meetings, seminars, and trainings and identifying the strength and weaknesses of the federations.

  Taking steps to grow the identified strength and weed out the weaknesses
  Recommending for the strengthening of the federations
  Monitoring the groups on the maintenance of required registers and files
  Verifying the activities of the federations with the objectives and plans.

Participation:

  Taking part in the meeting, seminar and training pertaining to the federations
 Involving in solving the problems of the federations when they take up issues
  Conducting training, camps etc. according to their expertise
 Evaluating the growth process and activities of federation
 Participating in the efforts of organising new groups and in strengthening of existing federations.

I Phase of New Thrust Programme

The focus of the I phase of New Thrust programme was to federate grass-root level groups at union, taluk and district levels. Emphasis was given to re-orientation and re-organisation of groups and federations through conduct of regular elections, maintaining proper records, documents, forming higher level federations, taking up issue-based actions, formulating bye laws, developing the capacities of leaders and so on. Besides, area of operation and number of groups / federations had been multiplied. As a result of these strenuous efforts, following grass-root level groups, union level, taluk level and district level federations were emerged. Please refer to the following table for detailed information on the federations.



Forthcoming programme

Objectives:
1.  To promote zonal level federations and accelerate the process of achieving self-reliance and self-sustenance
2. To enhance managerial resource mobilisation and problem solving capacities of the DSSSs and district/DSSSs level federations
3.  To ensure collaborative efforts of like-minded NGOs operating at regional levels and federations promoted by DSSSs
4. To ensure proper implementation and management of the New Thrust Programme.
No Objective Indicator Activities
1 To promote zonal level Federation and accelerate the process of achieving self-reliance and self-sustenance - Federations are formed in all the five zones
- Problems and common issues are addressed by zonal federations. A system for contribution by members towards the federation activities and generation of common fund/reserve fund.
- Training the staff of 21 DSSSs on the need and process of forming zonal federations for 2 days.
- Zonal level meeting for leaders on problem solving techniques, approaching Govt.officials, 4 times in a year at each of the zones
- Training on resource mobilisation for 45 DSSSs staff and 25 leaders for 2 days.
- A Three day exposure to the successfully functioning self-reliant federations to leaders at 5 zones.
- Result oriented study to identfy and develop the existing capacities on self-reliance and self-sustaining District / DSSSs level federations is undertaken.
2 To enhance managerial, resource mobilisation and problem solving capacities of the DSSSs and district/DSSSs level federation. - Federations are managed by leaders themselves
- Economic programmes from Banks and schemes from govt.departments are obtained by federations.
- Second level leaders have emerged in the federations.
- Problems identified prioritized and strategies to resolve them were worked out by the federations.
- A Three day exposure to the successfully functioning self-reliant federations to leaders at 5 zones.
- Result oriented study to identify and develop the existing capacities on self-reliance and self-sustaining District / DSSSs level federations is undertaken.
3 To ensure collaborative efforts of like-minded NGOs operating at regional levels and federations promoted by DSSSs. - Fora of like-minded NGOs are expanded at regional level.
- Issue of regional interest are addressed collectively.
- Meeting of like-minded NGOs at regional level on issues, planning and resolving them collectively
-3 times in a year for 25 NGOs.
- Seminars / Conferences on current affairs for different stake holders once in a quarter.
4 To ensure proper implementation and management of the New Thrust Programme. - A system for monitoring the implementation of New Thrust Programe is evolved
- Regular feed back from various committees of A new Thrust Programme on the process of programme is obtained by federations and DSSSs
- An appropriate system for proper utilisation of funds, reporting, auditing and documenting is evolved.
- Training to New Thrust staff on planning, monitoring, evaluation and reporting for 2 days.
- Developing data processing software and Web-publication.
- Equipping the documentation centre with advanced appropriate technical devices.

TASOSS
Through its various activities is trying to promote this process. It provides platform and opportunities for various categories of people to come together, share their experiences and struggle and reflect on them. This inspires others to join the struggle of the people and strengthen the movement. The training, seminars and meetings increase conviction and commitment for this cause and motivate them for increased involvement with the poor.
